Summary
The New York Power Authority (NYPA) is designated as a construction permitting agency by the New York Secretary of State. NYPA has identified the need in Corporate Policy 1-5 (CP 1-5), "Uniform Fire Prevention and Building Code Part 1204 - Title 19 NYCCR," and the related Corporate Policy 1-4 (CP 1-4), "The Americans with Disabilities Act - Title II". NYPA has designated that certain positions have responsibility for administering this construction permitting process as defined in New York State Executive Law, Title 19, NYCRR, Part 1204, Uniform Code; Administration and Enforcement by State Agencies.

The Code Compliance Engineer II is accountable to the Director of QA & Code Compliance for the management of the program as outlined in Title 19, NYCRR, Part 1204 and the business unit policy and procedures. This position is designated as a Code Coordinator for all facilities under NYPA's custody. The Code Compliance Engineer II supports the Program Manager - Code Compliance with all activities necessary to implement the program outline as defined in Title 19, NYCRR, Part 1204.

Responsibilities
  • Support the Code Compliance Manager in the preparation of construction permits and code compliance certificates for work undertaken by NYPA. He/she shall support the review of construction permits, perform inspections during the process of construction and in response to complaints regarding work which is subject to the Uniform Code.
  • As designated, perform or support the duties of the NYPA Code Coordinator pursuant to Title 19, NYCRR, Part 1204.5 and 1204.12. The Code Coordinator is responsible for monitoring the annual fire safety inspections and other inspections in response to complaints regarding conditions or activities allegedly failing to comply with provisions of the Uniform Code.
  • Collect, maintain and archive project and fire inspection record documents required to verify NYPA's compliance with Title 19, NYCRR, Part 1204, and the Uniform Code.
  • Prepare required annual reports for fire inspections for submittal to the State.
  • Support Program Manager in preparing all necessary activity reports regarding projects and fire inspections within the code compliance program.
  • Support program outreach and awareness to NYPA project stakeholders.
  • Support the group by performing research into technical and code issues associated with the plan review and permit process.
  • Support Program Manager with identifying stakeholder projects affecting buildings, premises or equipment under the custody of NYPA subject to the Uniform Code.
  • Support maintenance of paper and electronic documents for the code compliance group.
Knowledge, Skills and Abilities
REQUIRED
  • Working knowledge of the NYS Building, Fire, Mechanical, Plumbing, Fuel Gas Codes; NFPA and other reference standards; and applicable NYS regulations (i.e. Title 19, NYCRR, Part 1202 or 1204) regarding the administration and enforcement of the Code Enforcement Program in NYS.
  • Ability to perform objective plan reviews of all disciplines and provide code interpretations with respect to applicable state regulations and building code requirements
  • Good knowledge of building construction processes and related inspection and testing within a utility environment
  • Ability to work effectively both independently or in a team environment.
  • Skills and aptitude for use of electronic data and document management systems (e.g. Microsoft Office and SharePoint).

PREFERRED
  • Excellent communication skills - written and verbal and the ability to develop working relationships with, present to and interface with NYPA personnel at all managerial levels, project stakeholders and other related industry professionals.
  • Strong problem-solving, multitasking and project management skills.
Education, Experience and Certifications
REQUIRED
  • Bachelor's Degree in Engineering.
  • Minimum of 5 years' experience in the commercial or industrial construction industry with experience in applying the NY Uniform Code to construction.
  • Basic Code Enforcement Training Certification, or able to obtain within 12 months.

PREFERRED
  • 3 years of experience applying and working with plan reviews and inspections related to the requirements of the NYS Building and Fire Code or ICC-based building code.
  • New York State Professional Engineering License
  • Basic Code Enforcement Training Certification (able to obtain within 12 months)
  • Experience with the engineering design process, of construction activities and processes, and familiarity with code requirements for new products, materials, and equipment and systems used in the building industry.
  • Experience with utility business practices including developing operating and/or maintenance policies and procedures, preferably in a power generation or transmission environment.
  • Knowledge of the NYPA organization, both at headquarters and the operating locations.
Physical Requirements
  • Up to 30% travel (20% for Program Manager)
  • Travel throughout New York State to NYPA's operating facilities, attend agency meetings, and industry seminars and working group meetings as noted in table below.
  • Occasional out-of-state travel to attend agency meetings and industry seminars and working group meetings.
  • Ability to walk long distances, climb up and down stairs and ladders, inspect in trenches below grade, and be able perform physical inspections of all NYPA facilities
  • Ability to wear personal protection equipment such as safety shoes, hard hat, hearing protection and safety glasses
  • Valid NYS Driver's License
